Machu Picchu fills with tourists from 10am to 3pm on a daily basis, therefore the best time to go is in the morning. As you can see in this video there are allready quite a few people at the site. The morning is also the most spectacular time to go as you catch the sun rise over the Sun Gate on the opposite side of the mountain.
